these days particularly california relies on a single revenue source. that's the personal income tax for about 62% of the general fund. now, that's almost twice the percentage of income taxes accounted for in 1982, just 30 years ago. other sources diminished such as the sales tax which once accounted for 40% and now accounts for about 25% of the general fund. other sources, motor vehicle fees reduced, sin taxes haven't been changed in 30 years, all of these things play much smaller roles providing funds for the state. things are lopsided. >> when you talk about getting a big chunk of the revenue from the same source, the seas get volatile. it's all eggs in one basket. >> that's the problem. we rely on progressive income tax as a single source and the more we do that, when the state economy goes bad, the money doesn't come in. we saw that a couple of times. it's what happened in 2001, 2002, when the country and state went into a great recession. again in 2008 through just a few months ago when we suffered again, the great recession, all these things. wha

really not impacting the california weather as we head throughout tonight. it's going to clear, not even hitting bakersfield or fresno. if you're trying to hit fso, we don't have the delays reported just yet. the faa's website down, go figure. one to two-hour delays expected. 50 minutes delays out of oakland with rain in the area and the volume alone. 30 minutes expected out of san jose. currently, we're close to 60 degrees. getting some comfortable temperatures. that's on the way. 5:40. let's get you on your way to work if that's where you're headed. >> a word of caution. because of overnight rains christina talked about, slick conditions here. look at that water kicking up on the windshield. you still have to use windshield wipers likely. we'll look at the north of there. a sig alert is going off. three of your four lanes are blocked. another car got into an accident. word is that the car is kind of wedged underneath that big rig. it's a big distraction for westbound as well. there's your commute route. 580 to 680. that's running smoothly for the most part
